"So how will Ruby on Rails change the role of the developer? It will no longer be enough for a programmer to be only a coder; a good developer will also have to understand business goals and user experience."

I can't agree more.

With the RoR and django, which is a similar framework in Python, we'll see a return of craftsmanship. What used to take a whole team to do: web design, quality control, version control, configuration control, and coding, will be done by one single person or a very small team. This also turns doing web startup, or give life to an idea, into a small enough job for people to tackle.
