Although this report was published with advertisers in mind, I thought there were some interesting implications for HR as well, such as the difficulties of luring Tier 1 residents back home to Tier 3 cities to work in your expanding China company (since people are clearly less satisfied living in Tier 3). A guy from executive search group EPC consulting put this idea in my head before I saw the stats, and the Ogilvy report solidified it.
